Agent Pan has spent most of his adult life protecting shape-shifters from the Knights—an organization bent on their annihilation—and keeping the secret war in the shadows where it belongs. But the Knights are growing bolder, and a new threat has resurfaced after being buried in the ocean for decades.
An ancient scroll, a key to a devastating weapon, is now in the hands of a recalcitrant Russian hawk shifter named Viktor. As a bird shifter, he knows his duty is to protect the scroll, but he wants nothing to do with the war. He leads a quiet life and wants to keep it that way. But when agents come knocking on his door, he finds it difficult to resist the charms of Agent Pan, especially since this isn’t their first meeting.
Two years earlier they spent a passionate weekend together, neither aware of the other’s true identity. Viktor never really got over Pan. Now with sexual tension at its peak, they must learn to trust each other and work as a team to protect not only their loved ones, but every shifter in the world.

4 Stars!!!

Feather and Scroll is book 11 in The Shifters series by M.D. Grimm and can be read as a standalone, which is what I did. I'm not sure if the characters appeared in previous books, however, the author gave enough background information regarding this world so I didn't really feel lost.

There are three main sides in this war, the Agency (who protects shifters from Knights), the Knights (who want to annihilate shifters) and the Shifters. Viktor is a bird shifter and his sister Stacey and her boyfriend stole an ancient scroll from a museum, that turns out to be one of four pieces that will release a beast that can kill the shifters. Agents Pan and Jin are sent to retrieve the scroll and as it turns out, Pan and Viktor had already met two years ago when they spent a passionate weekend together. However, there's no room in Pan's life for romance, since he is devoted to the Agency, no matter how attracted he is to Viktor. On the other hand, Viktor realizes Pan is his true mate and even if it pains him, he'll never force him to choose between him and the Agency. In the meantime, they'll need to work together to protect the scroll from the Knights who are trying to take it from them.

I loved Viktor, even if he came across as gruff, he was such a sweetheart and my heart broke for him and his hawk when they felt there was no future for him and Pan. I liked Pan, but he could be a tad, ahem, dense, sometimes. At least with respect to his and Viktor's feelings. They had great chemistry, though and I just loved how well they fit together, in and out of the bedroom. The sex was definitely hot!

This was such a detail-oriented read! There were so many things going on and so many characters and it was all so interesting. I loved Merlin and Glory and I'm very intrigued over what will happen now that they've come into the war against Arcas and the Knights. I think the author did a great job with the different storylines included in the book, some of which will continue in the next book(s) in the series. The ending is a bit of a cliffhanger, although Pan and Viktor's story is concluded here. Recommendable!
